नमस्कार दोस्तों । मुझे आप सभी का प्यार कमैंट्स के जरिये मिल रहा है, इसके लिए आप का धन्यवाद। मैं तह दिल से आप सभी के लिए भगवान् से बेहतर भविश्य की कामना करता हूँ। आज मैं जो टॉपिक लिखने जा रहा हूँ वह बहुत ही विचार करने वाला है। भारत में हम अपने बच्चो को घर से बाहर निकलने नहीं देते, क्यूंकि हम सोचते है, की बच्चो को बाहर खतरा है, क्यूंकि आज कल हम इतनी योन शोषण की घटनाये सुनते है, तो बड़ा डर लगता है, मन के अंदर ही अंदर बेचैन हो जाते है, अपने मुँह से चाहे न बोले पर दिल में यही डर होता है कि कहीं हमारे बच्चे भी किसी के द्वारा योन शोषण का शिकार न हो जाये। पर हमे यह नहीं पता की हमारे जानने वाले ही हमारे घरो में इस घिनौने काम को अंजाम दे सकते है। हमारा बच्चा किस कदर, मानसिक, शारीरक रूप से पीड़ित होगा, हमे इस का कभी अंदाज़ा भी नहीं लग सकता। क्या आप जानते है कि हमारे भारत में प्रत्येक 15 मिनट मे एक बच्चा योन शोषण का शिकार होता है, क्या आप जानते है, उनमें से अभिकतम लड़के होते है और क्या आप ये भी जानते ,हमारे भारत में लगभग 95 % मामलो में बच्चे अपने ही किसी नजदीकी रिश्तेदार की हवस के शिकार हो जाते है। कितना घिनौना काम करते है ये अपने ही जान पहचान वाले। इसकी हम कभी कल्पना भी नहीं कर सकते। बच्चो को कितनी असहनीय याचना दी जाती होगी इन लोगो द्वारा, कितनी असहनीय पीड़ा होती होगी, बच्चा कोण से हालातो से गुजर रहा होगा, इस बात का हम अंदाजा भी नहीं लगा सकते। तो आज हम इन के ऊपर चर्चा करते है।
बाल लैंगिक उत्पीड़न क्या है ?
किसी व्यक्ति द्वारा 18 साल से कम उम्र की लड़की या लड़के साथ कामुक आचरन करना , चाहे वो उसकी सहमति से हो या बिना सहमति से वो बाल लैंगिक उत्पीड़न कहलाता है।
बाल लैंगिक उत्पीड़न से जुडी कुछ महत्वपूर्ण बाते।
1. बाल लैंगिक उत्पीड़न की घटना का शिकार किसी भी उम्र, वर्ग तथा लिंग का बच्चा हो सकता है। कहने का मतलब जरुरी नहीं है कि लड़किया ही योन शोषण का शिकार हो, लड़की भी हो सकते है और आपकी जानकारी के लिए बता दे ऐसा ही होता है जो मामले योन शोषण के सामने ए है उसमें बहुत से मामले ऐसे है जिसमें लड़के योन शोषण का शिकार हो रहे है वो भी अपने किसी नजदीकी रिश्तेदार के।
2. बाल लैंगिक उत्पीड़न करने वाला व्यक्ति किसी भी उम्र का हो सकता है। कहने का मतलब ये जरुरी नहीं के वह भी छोटी उम्र का हो। वह बुड़ा भी हो सकता है।

बिना स्पर्श द्वारा किये जाने वाले बाल लैंगिक शोषण क्या है ?
बच्चो की गन्दी विडिओ या तस्वीरें बनाना या ऐसी चीजे उसे दिखाना या कामुक बाते करना, बच्चो को कामुकता से देखना या उनके लैंगिक विकास पर टिपण्णी करना, उसकी तरफ कामुक इशारे करना, यह सभी बिना स्पर्श द्वारा किये जाने वाले बाल लैंगिक उत्पीड़न के उदाहरन है।
बाल लैंगिक उत्पीड़न की रोकथाम के लिए कौन से कानून बनाये गए है ?
बल लैंगिक उत्पीड़न की घटना निपटान हेतु लैंगिक अपराधो बच्चे का सरंक्षण अधिनियम, 2012 जिसे आम भाषा में POCSO के नाम से जाना जाता है। इसके तहत बाल लैंगिक उत्पीड़न के अपराधी को 3 साल से लेकर आजीवन कारावास तक की सजा और जुरमाना दोनों हो सकता है बल लैंगिक उत्पीड़न गैर जमानती अपराध है।
बाल लैंगिक उत्पीड़न के मामले मिलने पर पुलिस को इसकी जानकारी देना अनिवार्य है। ऐसी घटनाओ की जानकारी होने के बावजूद पुलिस को इसकी सुचना न देने वाला व्यक्ति भी दोषी माना जाता है और उसे 6 महीने तक की सजा हो सकती है।
बाल लैंगिक उत्पीड़न का मामला सामने आने पर बाल संरक्षण समिति की भूमिका क्या होगी ?
ऐसी घटनाओ की जानकारी मिलने पर बाल संरक्षण समिति को इसकी पुलिस, जिला बाल सरंक्षण बाल कल्याण समिति जल्द जल्द देनी चाहिए। बाल लैंगिक उत्पीड़न के मामले में समाज में बच्चे की पहचान गोपनीय रखना अनिवार्य है। यदि मामले में करवाई नहीं की जाती तो राज्या बाल अधिकार सरंक्षण आयोग को सूचित किया जा सकता है। आवश्यकता होने पर पीड़ित बच्चे तथा उसके परिवार को कानूनी एवं मनोवैज्ञानिक सहायता प्राप्त करने में मदद करना, बाल लैंगिक उत्पीड़न में जानकारी देना और जागरूकता पैदा करना और बच्चो को अच्छे डंग से इस तरह की घटनाओ का ज्ञान देना, बच्चो को प्रेरित करना बाल संरक्षण समिति की जिम्मेदारी है।
